Both Cleric and Wizards can cast 1 spell - that's ONE spell - per round. Each spell has a casting time, ranging from 1 to 10, which expresses the time it takes to cast the spell, 1 being the shortest, and 10 being a full round. It only seems like Cleric cast faster, because their spells take longer to cast (=longer casting times).

Now, as for decreasing times, I'll separate the answer:
  • Yes, there is a way to decrease the casting time of spells. The Robe of Vecna (-4 casting time), the Amulet of Power (-1 casting time) and Drow Chainmail (-1 casting time, unusable by pure Mages/Sorcerers) will all serve you well.
  • Yes, there is a way to ignore the "one spell per round" rule, but it involves a certain ToB High Level Ability. It is considered to be one of the most powerful spells in the game because it'll allow you, in conjunction with the Robe and the Amulet (which, as said above, decrease casting times), to unleash nearly all your spellbook in two rounds! That's a lot of Magic.
