I have done the Sir Charles quest and didn't get to choose. If I remember well, I got the staff spear from the lathanders. I must say that I finished this quest using the false ore since I need the good one for the mace of disruption. Anyway, the church was happy with me.
I have also done the Cult of the Unseeying Eye and finally the stolen ring quest.
Could it be that you get one item or the other depending on the way you finish the quest or depending on if you asked for a rewared before doing it?
