Also, some people just don't have the means to leave. Let's face it. There some people who don't have cars or relatives. There are some people who live at the bottom of our social ladder, and they're the ones that get hit the hardest when this stuff happens. They might not lose as much, but that tiny bit of stuff they lost may have been all they had.

Do not judge your fellow man. Disagree with his or her actions, and encourage them to do otherwise, but remember, it's their choice to make, and help them out if they get in too deep.
