Two is also to; the word niggard is phonetically similar to a racial slur and has gotten people fired despite being used in the proper context and meaning; quite simply when you've got a language that is a mish-mash of romantic languages, germanic, celtic, nordic, etc the language itself is bound to be a very confusing and difficult one. The best you can do is learn the roots and understand it, or you can sit on your duff and complain that it's odd.
