After what I've gathered, though, I think it has something to do with the demon your other parent mate with. Each Nine Layers of Hell has it's specific demon, nine being the most "powerful". For a Tiefling, your other parent are mated with a lesser demon. For a Cambion, your other parent are mated with a greater demon. Or something like that.
