Nope, it's a police car video of a biker stopped at a traffic light, and a truck being driven by a driver NOT paying attention and rear-ending him. There's no blood or gore shown, but it's so sudden -- think of the opening scenes in the movie Erin Brockovich. The cop had another car pulled over, and just happened to capture the scene on camera.

I heard that in Japan if a driver in an accident says "but I never saw him" they're admitting guilt because they're expected to be aware of their surroundings at all times. I kinda wish we had that.
