As for the 2Ghz question, yes, it will bottle neck that card. As for power supply these new cards are sucking down the juice. The more watts your power supply can dish out the better. I certainly wouldn't have anything under 430w for these new cards. Also, not all power supplies are the same. Just because they *say* they are 430 watts doesn't mean they put out that much. Go with a dependable name brand such as Antec. There are other good ones.
