Not only an interesting idea, a good idea too. The problem with alot of gaols is that the inmates are treated to things they wouldn't have if they were free and law-abiding, thus almost giving people reason to want to go to gaol. But by this guy's system, there is no benefit by being incarcerated, and even alot of detriment. People are truly being punished for what they do wrong, and probably being stopped and rehabilitated before someone else than the legal system does stuff to them...
