What you can do, is to use the CLUAconsole. First, get the cleric-stronghold, and do all the quests related to it. Then, use this code, and the game will think that you have no strongholds:
CLUAConsole

layerHasStronghold("GLOBAL",0) (I think it goes like that, long time since I've used it)
Then you can go get your mage-stronghold.
