Those were my first thoughts, too, Raistlin. Early on, there are few creatures that would make a free action, PMW or PME useful, and by the time you encounter creatures for which it is useful, the weapon is too weak for anything other than special cases, and it will just sit in a quick weapon slot, so you can access its powers, or equip it if you see a web or hold person on the way...

I would be tempted to give it a little more power, maybe +3, then put it on a creature or a vendor in Ust Natha. Ooh, or it sounds like a wonderful thing for one of the Elder Orbs in the Beholder city to be guarding. Oh, or maybe equip it on one of the creatures in the cage matches you fight in the Underdark! (I forget what you fight. Might have to add another one if there is nothing butch enough to carry it...)
