At 4 attacks per round, and each attack having a 3% chance of Doom and/or Greater Malison, that's a 12% chance per round of screwing up your Saves, and since Doom and GM both last for a while, and since hostile Greater Malison stacks, a Tank using this weapon will get his ass kicked just from the Save penalties, not from the spells that were supposed to be the drawbacks.

If it were a Staff, however, most Tanks would quietly pass it by. (It'd still be used by Kensai->Mages, though, but they usually have some Magic Resistance to be negated, so the weapon would be used as it was intended--as a gamble.)

Either that, or just write some versions of Finger of Death, Disintegrate, and Flesh to Stone that don't allow Saves.
