Improved Kangaxx loves to use Remove Magic if he doesn't "see" anything. Only PfM works. So I used the scroll for Kangaxx (is this cheese ?) and also for the other nasty lich in Docks. Interesting thing happened - you are not immune to Dragon fear even with PfM scroll. I actually died the first time because of the MMM. The second time I used Potion of Invulnerability and still got "frightened" once - my saving throws (spells) were -3 !
