Here in Malaysia, which is a Muslim country, but with a very mixed population, EVERYONE, celebrates everything. We all wish each other "Gong Xi Fa Cai", "Selemat Hari Raya", Happy Deepavali or whatever. Everyone is just happy for a chance to celebrate, take a day off work and be happy...
No one minds AT all being given a public holiday.
I'm sure that if people really want to, they can work on Christmas day, public holiday or no...
