These are arcane versions of Stun and Confusion, they can't be dispelled with the use of Dispel Magic.

2) I got the Golden Arms and Legs of this Lich chap that i biffed the poo out of a while back, but i can't for the life of me figure out what to use them for!

You never encounterd *Kangaxx* before?
Go to Mae'Vars Guildhall in the Docks District, left of the Guildhall is a building; the door is locked and trapped.. feel free to enter when the traps and lock are disabled - go to the lower basement and... see whats there (it should look familiar though).
