Yep, it's being developed by Obsidian, the same folks that are doing Neverwinter Nights II, and Knights of the Old Republic II. Known in the biz as "Bioware's sloppy seconds."
Bioware isn't dead, they are making Dragon Age and Jade Empire (yuck, a console game :puke2: )
