It's a bug that managed to survive the official patch and the Baldurdash fixpack. It messes up a small quest that involves Mazzy. You have two solutions that I know of:

1) Kill Gorf. This will stop the bystanders from spawning and won't hurt your reputation. The quest will not continue.

2) Download the Weimer Tactics mod. Part of the "Improved Copper Coronet" section includes a script to be put in your Override folder that fixes the problem. Then you can complete the quest as it was intended.
