Both scratches and scuffs can be removed by the same method - by polishing them out using Brasso. Engineers have been using Brasso as a polish for plastics ever since it was released as a polish for brass. You only need a few drops for a scratch so a single tin of Brasso should last a lifetime.
Besides of the freezer, I have even heard of peanut butter and toothpaste being used to remove scratches, or at least provide a fix so you can burn the data to another CD.
