Osama praised the attacks, but I don't think he claimed responsibility. There's this conspiracy theory that's been floating around for a while that AQ was not behind the attacks, and the gummint put blame on them so we'd have someone to go fight.
Of course, that's undermined by the fact we know the identity of the hijackers -- and their AQ affiliations. Of course, I think the conspiracy theory relies on the Syrian and Saudi origin of most of the attackers to actually accuse those governments of being behind the attacks.
Regardless, this Russian situation smells fishy.
