TDD did well with some of the NPCs (they turned Kivan into an Archer, which was what he and Coran were meant to be in the first place), but they also screwed up big-time on some of the others. (They turned Montaron into a Swashbuckler? A Montaron that cannot BACKSTAB? Hello???)
Certain other NPCs are back, just under a different name. Quick, name me 5 notable differences between Kagain and Korgan. Or compare the stats of Ajantis and Keldorn.
BG2 doesn't need more NPCs from BG1 as much as it needs more NPCs, period. A list of what you could have had, but don't have:

That makes 19 classes and kits that were neglected--25, if you count the other Mage kits as well. 25 that were left out, and only 17 that were left IN. Considering that the flexibility of party makeup is what primarily drives the game's replayability, BioWare pretty much shot itself in the foot by not providing more NPCs.
