This is a complicated issue and I haven't got time to consider it properly, but from quick consideration it seems that the zer-tolerance approach is not that good. It makes getting the drugs or whatever more risky and thus adventurous and "fun" and also a lot of valuable police resources are used up enforcing the zero-tolerance which could be used elsewhere.
Finally, as you say, the statistics seem to speak for themselves, although there could be many other factors involved that lead to those stats.
