Note: %SystemDir% is a variable (?). By default, this is C:\Windows\System (Windows 95/98/Me), C:\WINNT\System32 (Windows NT/2000), or C:\Windows\System32 (Windows XP).
Which means if you are running WinXP, the file should be in C:\Windows\system32\
or you can do a search. Try this:
1. "Start" and select Search-->For files or folders...
2. click on the option (left hand side) "All files and folders"
3. Fill in "toolbar.dll" in the "All or part of the file name:" box
4. Select "C:" for the "Look in:" dropdown menu.
5. For this, you can safely ignore the "A word or phrase in the file:" box.
6. click on the search button below.
7. If the file is located, you can delete it for good. Just to be safe, only delete files which are found either in the "Windows\System folder" or "Windows\System32" folder.
