Stupid politicians making stupid laws. Firefighters are supposed to protect people right? They're just using the laws as an excuse to sit on their butts.
There wasn't any kind of jurisdiction dispute with 9/11. And they had firefighters from out of state come and help. Sure the situation was much worse, but willingness to help shouldn't be a situational issue.
