Its been a while since I've played with apache. What networking do you have? Firewalls will have to be told to allow apache to listen on port 80, routers wil have to be told to forward port 80 to your webserver, and make sure your handing out the right link - anything with localhost or 127.0.0.1 in it is pointing at your own machine, fine for testing but not much use else.

And turn off the winXP internal firewall if you havent already, its difficult to configure and not very secure.
