I don't know if Ken Baker at Team BG ever straightened out the problems people have been having using 3ddownloads, but if that is working better now here is the URL:

I had no problem dl'ing from the Texas location (and did so for the DS patch amidst people reporting they were having difficulties). The NY location I never was able to dl anything from, though.
