I am not going to ask about why you do not have the 98 disk but you should get a copy if you are running it. If you have the 98 cd key you should be able to get the media from either the company who made the PC or from Microsoft.
Fixing the issuse at hand. If you can deal with the popups try this site
http://dll.yaroslavl.ru as it ask for a file download it on a working pc then copy it to floppy and you can guess from there.
I can not find the site I normally download files from but then again it has been awhile since I have need to so it might be gone.
