hmm... well you can make them with a program called Visual Impact... basically it lets you overlap images...

Or you could try powerpoint.. but thats very very hard..

Or you can get animationshop pro, which lets you create constant images of change (motion) and play together and PRESTÓ! your image of Barbarian from diablo 2 comes to life..
