i dont know what is cutting down your summoning limit, but I can tell you that whatever it is... the info is stored in your saved game file. re-installing will not help unless you delete your saved games (and then why not just delete the saved games ?)

Plan A: quick but difficult
if you know how, I'm sure its possible to use Shadow Keeper to edit your saved game and reset the summons count. Problem is you have to know how

Plan B: easier, but pain in the ass
it's kinda long and complicated, but it should work.
1. export your character
2. take a note of:
...a - everyone in you party
...b - your gold
...c - everyone's experience
...d - everyone's equipment
...e - everyone's spells
3. start a new game with your imported character and get all your party members back
4. use clua to give everyone back their experience and levels
5. save it and use shadow keeper to give everyone back their spells and equipment

it's a hassle, but it should work
