For me, the answer is "it depends." Also, you didn't include the "only for young adults" which is also often true, IMO. In fact, I would readily support a law allowing 18-27 yr olds to run around nude all they like.
Of course, I'd also likely die an early death due to coronary, but boy it'd be worth it.
