Is there a quest or something that comes before entering the guarded compound in Athkatla's Temple District, or do you just go in randomly? I went in once and there was some blokes talking and they asked me to leave. Is it part of a quest, and if so, how do I get the quest?

Also, could someone tell me which districts, but not exactly where, the lichs for the Kangaxx quest are? I have found the one in the sewers where the unseeing eye quest is. Is the one in the City Gates, where you get Daystar, one of them? Because I killed him ages ago and can't remember finding a body piece.
