I'd have to say the Emperor.

Well, Agent Smith is in Full 3D mental imaging, so no. Emperor had a nic history behind him, adding some depth. Longshanks was a classic badguy, and Sauron is, well Sauron. So I'd have to say Ivan Drago. All he did in the movie is be bad, very bad, and fight and fall.

But in the movies where the Emperor appeared, he didn't have his history known. He just did evil stuff with no apparent motivation beyond spreading evil.

Exactly, and even when his backstory is shown,he's MORE of a villain. That being said, I agree with the Drago selection, ALL his movie lines are as follows:
"You will lose" "I must break you" "If he dies, he dies" "He is not human, he is a piece of iron" *grunts* It's hard to get much more 2d then a character with 5 lines, 4 of which relating to hurting the main character(s). |

I might say Drago, except he's not really a villain as far as I'm concerned.
