I read the title of the article. That was enough for me.

Whoever did that should have the same hooks inserted in them and be used as bait. Thousands of years later, and I can't doubt Hammurabi's wisdom.

According to Snopes the problem's not as widespread as the news story makes out. But one's too many. Maybe if they found one guy doing it and dragged him for a while that way, the rest would stop.
