I think I'm missing a spell. It's the one that boosts the Shadow Bolt spell. I have Level 2 of the spell in my training menu at the Trainer, but I can't learn it because I don't have level 1. I'm a 24 level Warlock. Anyone know what the problem is?

I dont have a warlock toon but as a guess I'd say you missed a class quest at low lvl. I'd try going back to an early training area. I have a warlock buddy who could probably answer your question if you want to make a hellscream toon (alliance) and send me a /tell (Thuvia). I should be on around 5 est

Or the spell in question is actually a talent.

Such as a hunters aimed shot. Without getting aimed shot in the talent tree, you cannot purchase aimed shot Ranks 2, 3, 4, etc.

So unless you went down the talent tree and got that specific talent, you cannot get that spell.

I'm not sure that is the case with warlocks, but it could be.

Is it Improved Shadow Bolt or Shadowburn? If so it's a talent, yah. Destruction tree.
