Radio is pretty basic to long range commnications, and any race interested in astronomy would use radio astronomy the same we do. Its one of those basic technologies that is inevitable, theres no real alternative unless the race concered is far more advanced.
Of course, theres always the possibility the race might not develop long range communications at all, but humanity discovered it quite early after electricty, I doubt any 'advanced' race would be unaware of it. Whether they would have equipment sensitive enough to pick up Hitlers ravings (the first decently-powered broadcast apparently) is another question - suddenly I hope not. |
