1. Open image in any image-editing program.
2. Resize the image to half the size.
3. Image is now half the size.
4. Click save.
5. Reupload to server with same name.

Pictures can be resized with Paint, actually.

Format change would take its toll, but it is not a photograph, is it?

I tried refitting according to the forum's rules using photoshop, and it lost lots of quality. It's going to have to be retouched.
