What is the guy's name that comes to give the test to Anomen....cause everytime i go into the slums this guy named Tarl walks up and then does nothing and i can't initate a convo. Is the quest messed up or somthin else?

That's Sir Ryan Trawl. If you can't initiate a convo, don't worry. Just take Anomen and head to the Order headquarters. The cut scene should start as soon as you walk in.
