1: Does anyone know how to add sound effects and music into a computer comic/animation etc.?

2: Is their a special program or somthing to do this?

what sort of comics and animations? If you are making your own then I suggest using macromedia flash. There are many online comic series that use flash and adding sounds and music to a flash file is no biggy so if you can afford it give it a try, you can download a trial version from http://www.macromedia.com/ comes complete with built in tutorials to get you started straight away.
