It might be a question of national water limits. With this rock, Spain should gain 'ownership' of nearby waters.

Another proof how stupid people are, fighting over a useless piece of crap in the middle of nowhere. This could turn into another "Falklands war", and the worst thing about it is we're getting involved as well, since they're part of the EU
