It's not going to work for long. By the age of thirty, ears are too damaged to pick up sounds that high, without a thing like that polluting the space. Now it'll probably take mere months to mutilate those delicate hairs and develop an immunity.
I have heard a theory that really high noises (scratching a plate with a fork, this) are annoying simply because we seldom hear those tones. Therefore simply listening them would very soon make the noises endurable. So even if this thing will not outright destroy peoples ears, they will still develop an immunity.
Also, it might have some side effects. I'm under the impression that humans have a quite limited range of hearing when compared to other animals. There would probably be a lot of creatures capable of hearing it.
