Think about it. Here is Saddam, knowing he doesn't really stand a chance against the UN, so what does he do? He makes sure his issues with the UN are not resolved with a consensus. He kind of shows he is cooperating enough to keep France on the hook, and yet knows that his actions won't be construed well by the US.

In effect, he has nullified the UN and the Security Counsel.

I think he has done a bang up job (pardon the pun) of creating dissent in the World Community.

With that, he has struck a morale blow against us.

I don't think he's laughing, not at all. He knows there's an army at his borders, and it's coming for him. I think he's a little concerned right now. It's the final curtain for Saddam this time, and he knows it.

I wouldn't be surprised if he is laughing but I would think than Bin Laden is probably laughing the hardest.
Saddam has effectively turned the world against itself, perhaps not intentionally, but the constant bickering between countries as to how to deal with him is quite ironic. He's succeeded in creating more worldwide conflict without actually doing anything.
Bin Laden on the other must be laughing hysterically. The paranoia that is running rampant throughout the world is exactly what terrorism is designed to do.

This insecurity in the UN might seem benificial to him, But he knows that if he has weapons of mass destructions, he will be attacked
He knows that though France is against immediate war, the french will attack him if he doesnt cooperate
He knows he has no Allies. Anywhere
He also knows that the US can always attack without the UN

I hate to say it but he is probably laughing his ass off! All he needed to do is read about Hitlers maneuverings with the League of Nations, of the 30's and simply apply them to the League of Nations of today. Somethings never seem to change. Sadam isnt brilliant he has made his mistakes, but hes smart enough to understand with whom he is dealing, and how best to manipulate them. The monetary ties he intentionally solicited, SMACKS of the same thing Hitler did as well. Hitler knew as Sadam knows now, that many countries wouldnt risk their money. The irony and similarity is rather stark, but then again a wolf always knows when its amidst sheep.
