First off WELCOME TO IW

Ok, so heres how it goes, with humans you can only duel-class if you have 17 in a atrabute for example, if you have 17 or higher in dexterity and you are a fighter you can duel class to a theif, 17 or more in wisdom you can duel to a cleric and 17 or more in Inteligence you can duel to a mage. Elves and Half Elves can multi-class at the start but not during the game. As for skills, yes they do go up each level depending on what class you are e.g: Fighter - High To Hit Accuracy, Bard - High Lore (identifying items). Those are just a few examples.

Hope this helps

first off what race, are you if you are already part way into the game then you will only beable to cross class if you are human, to do this go to your character sheet and click on dual class from there you will be able to change class (if you have the required stats). If you anre non human then you have to multi class which you cannot do during the game instead you have to do it when you create your character, when you choose you class there should be a box at the bottom called multi class click on this an it will give you a list of the multiclasses you can be depending on race.

1. If you see an icon on your character portrait indicating that you can level up (a yellow cross in the upper part of the portrait) then open your personal screen (the one with the large portrait of the character). One of the, now active, buttons there is "Level Up". Press the button.
2. When you level up, you get HP, your saving throws and THAC0 improve and you get new proficiencies to improve your weapon skills. Well, it depends on the class how often these characteristics improve. For example, a warrior improves his THAC0 everytime he levels up, gets 1 proficiency slot per 3 levels and so on.
3. Your stats (STR, INT, etc.) will not improve at all. You can improve them only by means of magical items. That's why spending some time with generation of your character is worth it.
4. Changing class: if the (non boosted by magical items) stats of a particular character are enough good, you will see that a button "Dual Class" on its personal screen is active. Press the button if you want a dual class character. If the button is inactive then the stats aren't enough good and the character cannot change class at all. You can dual a particular character only once during the game. The chatacter must be single class character and a human. Multiclass characters or non-human races cannot change class.

Not sure if anyone has said this but you cant duel class if you have a statistic enhancing item and/or potion equiped e.g belt of hill giant strengh, potion of genius ect.
