What is the use of the empty flask you get from those two character on the second level of the guarded coumpound?

I've never found a use for those empty flasks. Perhaps they were put in (like several other things) in expectation of other quests and items that didn't materialize.

No, actually fable's right. The empty potion bottles were meant to be part of some quest that never got implemented due to time or size limitations. They apparently forgot to remove those items.

I believe the should have been part of a Slaver/Twisted Rune Quest
