where is the "wizard in red" that the guy that was buried alive speaks about??? i heard hes in the bridge district but where????

Do you know the house where the Twisted Rune and one of the Lich-guardians of a piece of Kangaxx' body reside? You'll find the man in red just south of there, overlooking the water in a little dead-end alley inbetween that house and another.
