Hi,

in the manual of Civ3 is mentioned, that there is a chance to get a new city after entering a barbarian settlement. I played this game for some months now
(current difficulty level : Monarch ) but I never got one.
Is this a bug or are new cities extremly rare ?

Its not a bug, its just very rare.. I got it only once though...
