Well, I've JUST started playing and there's one thing I just don't get. After a while, it tells me that I can't do some things because I'm too tired, how do I fix that?
Is there a 'rest' option, and if so, where is it?

Are you sure it says too tired ? This shouldn't happen. You can't get fatigued. Make sure you're not radiated. This might cause the problem.

And about the rest option. Go to your pip boy and click the bel in the top midle of the left part of the pip boy screen.

yup if you preform actions from the actions menu to much (pick pockets, doctor, locks etc) you get tired and have to rest, there is an option to rest if you open up you pip-boy (you wont have this if you haven't finished the temple at the beginning yet.
