You'll eventually stumble across it during the main plot but rather late.

If you don't want to wait, there's some Short sword of backstabbing you get from Renal Bloodscalp for doing the Mae'Var quest and there's
the Short Sword of the Mask to be purchased at Watchers Keep (you don't have to do any quests)

Yeah, short sword of the Mask is the best short sword in the game. But the cut troat isnt that bad.

It can be found afetr you kill Bhodi in her boat coffin. I think. 90% sure.

I actually like the Cutthroat better then the Short Sword of Mask.
I dont know why, maybe because of the funny name...
