I am doing right now the Daedra quest that requires me to find and kill 10 "people" from 10 different races and capture their souls. I have captured the souls of 9/10. Altmer eludes me. Places that he can be found? I will happily murder anyone to rid myself of that pesting quest, so shopkeepers and citizens are fair game to me. I have visited every shrine and murdered everyone there, but altmer eludes me.

As for Altmer, if shopkeepers are fair game, the Mystic Emporium in the capital, the mage's guild in Cheydinhall, Silverhome-on-the-Water (or something) in Bravil and the list goes on. Also, Altmer rank highly amongst the numbers of conjurers and necromancers whose dens can be readily found all over the place. I don't have a map at the moment, but there are several such dens in ruins and caves close to the Imperial City, the names of which i can't remember.

You will recieve this quest if you have completed the rest of daedra quests, are level 21 and have reached the part of the main quest where you must give to martin a daedric artifact.

this may have been changed by any number of mods, but in the mages guild quest (in Anvil, i think) has an antagonist who's altmer. I remember because I was playing a dwarf at the time and barely came up to her belly :D

Better yet, visit some other shrines and kill them to get the souls. Hermaeus Mora doesn't care if the souls came from Daedra worshipers (including his own)

There is an altmer woman at the Sheogorath Shrine. She wears a fur helmet, I believe...
