how do i get to tribunal in morrowind3?

i'm on level 9

Are you sure you wanna go there at that level ? It can be pretty tough in those sewers, just so you know.

Anyway, go to Ebonheart, there is an officer walking on one of the walls near the castle, or whatever that big building is called. Talk to him about Mournhold, or the Dark Brotherhood (not sure anymore), and he'll direct you to a female inside the castle who functions as a teleporter or some such. From there on you can travel back and forth as you please.

Go to sleep/rest at any bed. Read your journal after that and do what it says.
