In the quest where the guard captain is fining the town dwellers (and the resident drunk among them) for exorbitant prices, I think I'm stuck.

I've found the evidence against the guard captain, gave it to his deputy, and then the deputy told me to meet him in the inn two hours later. It's almost two months later in game time now and he still isn't there.

Any ideas, or solutions? I've looked on all the levels of the inn, and nope still not there.

I sometimes have the same problem too with npc not showing up in other quests. All I did to remedy this was to reload an earlier save.

Try not to speed time up, just wait patiently at the designated place.

I just made a sandwich. And ate it.
