These are really useful. I used up the three you get from the falling mage, are there any more?

I'm guessing your referring to Morrowind (I haven't heard anything of Scrolls of Icarian flight in Oblivion).

If you use those three scrolls, they are gone for good. I've never encountered them in all my Morrowind adventures. I always kept them for novelty sakes.

However you can create your own spell which is just as effective.

The scroll of icarian flight got a +1000 to acrobat I believe.

Can anyone enchant something as effective as that?

Not without mods. (Of which there are plenty that do provide uber-enchanting.)
