Took the book to Martin and he told me to see jauffre about some spies in Bruma. He talks to me, but wont talk about spies. I went into town to see if anyone there would talk and Captain Burd told me only person new in town was Jearl....went to his/her house and it was locked. Guy on bench told me that Jearl keeps inside. No one else would talk about it. Went back up on Mountain and they told me to watch some rocks for a mysterious meeting. Did that for two nights, no meeting. Went back to town broke into jearls house and down in the basement and into a cave....no clues there. Read in a guide that there is supposed to be a note on the table, but it was bare and no Jearl. Back to Jauffre and he still wont talk about spies. disconnected mods and still no change. Any way to get this started again, or to move to the next quest?

Nope. And, which stones are you looking at? You have to be out of site, behind a rock, invisible, whatever, and it has to be night time. Then a spy should show up, you kill him/her, and head to jearls house. In her basement, not hte cave, next to a book, should be a scroll detailing plans and the like.

That's all the advice I have to give.

Was spying on the three or four stones with the tall one with the green writing on it. Was looking down from the cliff...but no one showed.

Did find the book, but no note. Guess Jauffer talking about it sets the scenario. Tried forcing it by talking to the two captains to see if one of the two ways would work, but no note. Even tried a player.additem for the note, but no advancement of quest and you can't drop it because it is a quest item...

Did you talk to Captain Steffan at the Cloud Ruler temple?

Someone should appear near the stones at dusk ( or was it dawn?)

Since I couldn't get Jaoffer to talk about it, I downloaded a FAQ on the quest and tried Capt Steffan (think that was his name) in the fort, he also would not talk about it. So I went to town and found Capt Burd, he said the only new person in town was Jearl who had been traveling.

I tried her house, was locked. Talked to her neighbors, only one would talk to me about her...quest says 3 will talk...but two didn't even though I raised their opinion (or whatever it is called) past 80.

Went back to the mount and again talked to Jaoffer, still nothing. Tried the Capt again and he mentioned the mysterious meeting at the rocks. Checked the FAQ and found a spot overlooking the rocks but not in plain view. Waited 2 mornings and 2 nights...no one showed.

Went to house, broke in....broke into basement...found table and book, no note

Disconnected all mods and tried again...same results.

Any way to complete the quest and just move on?

Sometimes after the sun goes down, about 8:30-9:00 or so, just walk down to the circle of stones. She'll attack you, making it easy to find her.
